SUBJECT: ANGOLA: 2009 TIP REPORT DEMARCHE

REF: STATE 60520

DCM delivered reftel demarche to MFA Americas Desk Deputy
Director Adao Pinto on June 15 and followed up on June 16.
DCM gave an overview of the findings of the TIP report and
urged work in all three of the "three Ps," prevention,
protection, and prosecution. DCM welcomed recent statements
from Angolan officials regarding the need for a comprehensive
trafficking law, covered in the Angolan press, and suggested
that adoption of such a law would be a particularly important
step. Pinto welcomed dialog on this issue and stressed the
obligation Angola had to protect its citizens against the
scourge of trafficking. Pinto offered to contact the
Ministry of Interior to find out the status of the
trafficking law.
