SUBJECT: EAC REVIEWS MISSION SECURITY

1. (SBU) DCM convened Emergency Action Committee (EAC) members to
discuss mission security as directed in reftel. The following
offices were represented: POL/ECON, CONS, PAO, MGT, POL/MIL, USDAO,
USAID, CLO, and RSO.
2. (SBU) No members of the EAC had any information pertaining to
threats, including the threat of civil unrest, directed against any
U.S. facilities, personnel or citizens in Angola. Any updated
Worldwide Caution or other travel advice for the public will be
immediately disseminated via our Warden system. EAC is continuing to
assess the lessons learned from the FSI Crisis Management training
and exercise that were conducted at post on 14-15 May 2009 and will
report these via SEPTEL.
3. (SBU) RSO confirmed that all elements of the Mission Security
Force (Marines, Surveillance Detection Unit, and Local Guards) are
adequately staffed and that local police support for the mission
security continues to be strong. RSO also confirmed to the EAC that
all security standards and measures pertaining to post's established
threat levels have been put in place. Finally, RSO and other
Mission
staff will attend the next meeting in Luanda of Angola's OSAC
(Overseas Security Advisory Council) to be hosted by Chevron Angola
on 22 May 2009.
4. (SBU) The EAC concurred that the security posture of the Mission
was appropriate for our current threat levels. Point of contact for
