1. (C) Discussing what South Africa had learned from its
rotation on the United States Security Council (UNSC),South
Africa Department of International Relations and Cooperation
(DIRC) Special Representative on Disarmament and NEPAD
Ambassador Abdul Minty -- also Africa's candidate for the
IAEA -- said the UN urgently needs reform because of the
"habit of others to bring their own priorities to the UNSC,
which is outside of the UN's mandate (specifically Article
39)." Minty, speaking at a May 22 South African High
Commission event in London, said that UN reform was urgently
needed and it was "incorrect to suggest that (all UNGA
countries) owe loyalty to the UNSC." Saying that the UNSC
"is not this great democratic institution," he questioned the
role of temporary UNSC members, when "90 percent of UNSC
action is pre-determined by the five permanent members." He
said all UNSC decisions on Africa are controlled by one of
two European nations - "half to one, half to the other" -
suggesting the UK and France divide up Africa along former
colonial lines. He also suggested the U.S. uses the UNSC to
"maintain its global dominance."


2. (C) Attempting to explain South Africa's policy of
resolving the Zimbabwe crisis outside of the UN framework,
Minty acknowledged that South Africa had not articulated its
policy well. Minty said a political solution to Zimbabwe
required participation of all the main players and a
consensus process amongst Zimbabweans. While agreeing that
Zimbabwe needed others to help, he said it was "not a matter
for the UNSC" and detailed South Africa's assistance to the
mediation process and the World Food Program's operations.
He denied that the Zimbabwe crisis was causing regional
instability and claimed that the xenophobic violence in South
Africa was not "linked exclusively" to Zimbabwe.
