SUBJECT: SLOVENIA TO DEPOSIT NATO RATIFICATION INSTRUMENT
FOR CROATIA ON MARCH 30
1. (SBU) Slovenia's president, Danilo Turk, signed the
parliament's ratification of Croatia's NATO accession into
law around 1 p.m. on March 27. He explained to the press
that he had received the official determination from Pavel
Gantar, Speaker of Parliament, that SSN had not met the
conditions required to hold a referendum. Gantar had called
CDA earlier on March 27 to notify us that he had ended the
referendum process with "the unanimous support of (their)
constitutional lawyers," since SSN did not collect even a
tenth of the required 40,000 signatures. President Turk
noted that after his signature, Slovenia would publish the
law in the official gazette. The law goes into effect on
March 28, the day after publication.
2. (SBU) On March 29, Barbara Susnik, MFA desk officer for
the Americas, will depart Ljubljana for Washington with the
ratification instrument. Slovenia will then deposit its
instrument on March 30.
