1. (SBU) On August 5, Emboff delivered the letter from EEB
Acting A/S Nelson to Mitja Mavko of the Ministry of Finance
(reftel). Mavko confirmed discussions between himself and
David Freudenwald regarding the need for additional
documentation. He explained that in order to continue the
process, the Ministry requires documentation to clarify when
the loans were closed and what the amounts of the payments
were. He stressed the importance of this information to
ensure accuracy in all details and documents regarding these
loans before submission to the government. He predicted that
the process to get final Parliamentary approval to repay the
loans will take several months after submission of the
information to the government. He stated a similar process
with the European Investment Bank required seven months
before receiving final Parliamentary approval. He finally
noted that the government will formally respond to the
letter, but not until September because of the government's
summer recess.
2. (U) Emboff sent the letter to Barbara Susnik of the
Americas Desk of the Ministry of Foreign Affairs. She stated
that the Ministry will probably not send a response in August
because many in the Ministry is on vacation.
