1. (C) The information below is keyed to the reftel questions:

- Portugal supports EU efforts to promote the advancement of
democracy and human rights in Cuba. The GOP claims to press
these messages bilaterally, but it is not a Portuguese
priority.

- Portugal has neither taken notable action nor made public
statements in support of human rights in Cuba.

- There have been no high-level diplomatic visits between
Cuba and Portugal in the last six months.

- There is little Portuguese investment in Cuba and trade is
focused primarily on tourism and primary goods.

- There are no bilateral trade agreements or other
cooperative agreements between Portugal and Cuba.

- There are no notable exchange programs between Portugal and
Cuba.
