1. (U) PolOff delivered reftel demarche and Spanish language
non-paper to the MFA's Chief for International Security and
Disarmament, Lilliam Ballon and to her assistant for
disarmament matters, Milagros Winkelreid. Ballon expressed a
keen interest in maintaining an open, continuing dialog with
the Embassy on the subject of small arms and light weapons
and related topics.


2. (U) Winkelreid said that the MFA would soon be sending a
diplomatic note to the Embassy inviting some of its officers
to attend a February 18 meeting of Peru's Technical
Secretariat of the National Commission Against the
Fabrication, and Illicit Traffic of Fire Arms, Munitions,
Explosives, and Other Related Crimes. (Note: This body is
headed by the MFA, but includes representatives of the Armed
Forces Joint Command and the Peruvian National Police - PNP.

3. (SBU) Comment: In a separate conversation, Ballon said
that Peru has destroyed some 35,000 obsolete or confiscated
small arms and light weapons from the PNP's arsenal over the
last year. She cautioned against publicly highlighting this
accomplishment, however, for fear that it might be exploited
as propaganda by ultra-nationalists. End Comment.
