SUBJECT: SAO TOME: LETTER FROM MENEZES CONGRATULATES PRESIDENT OBAMA
ON NOBEL PRIZE

1. On November 12 the Embassy received a letter dated October 10
from Sao Tome and Principe President Fradique Menezes for President
Obama conveying congratulations for the award of the Nobel Peace
Prize.

2. The translated letter reads as follows:

Dear Mr. President,

It is with great pleasure that I learned about the election of Your
Excellency for the reputed Nobel Peace Prize.

Your appointment by the Nobel Academy in Stockholm as the Peace
Prize winner is for me and the people of Sao Tome and Prncipe a
reason to be proud and joyous. It also represents your unmistakable
performance to construct and consolidate peace and progress in the
world even though you are still at the beginning of your
presidential mandate.

For this reason, I beg You to accept, Mr. President, in my name and
in the name of the people of Sao Tome and Prncipe, my warmest
regards and great success for your time in the office as President
of the American people and now for this noble appointment as Peace
Prize Nobel winner.

Again please accept, Your Excellency, my warmest congratulations
and, Mr. President, the assurance of my highest consideration and
personal attention.

FRADIQUE DE MENEZES
