Ambassador and French Ambassador Jean-Didier Roisin delivered
Ref A demarche June 5 to Foreign Minister Paul Toungui.
Toungui acknowledged the importance of protecting human
rights in Sudan, but also pointed to the "complicated
situation" in Sudan that requires careful consideration of
the mechanisms in place. He said he would consider our
request regarding the mandate extension for the Special
Rapporteur and the HRC resolution. Regarding our request for
coordination with the US, EU, French, UK and EU Missions in
Geneva, Toungui said that Gabon's Mission would be receiving
instructions soon. Toungui closed by welcoming the U.S. to
the HRC. Comment: The French Ambassador shares Embassy view
that Toungui is likely to consult with AU PSC President and
former Gabonese FM Jean Ping prior to determining Gabon's
position and sending instructions to Gabon's Mission in
Geneva. Reaction to specific text, per Ref B, is also likely
to follow consultation with Ping.
