1. (SBU) Principal Officer (PO) convened an Emergency Action
Committee (EAC) meeting on October 15, 2009 at 1200 hours to
review Post's response to three simultaneous attacks on
Pakistani security-related facilities in Lahore. In attendance
were A/RSO, POL/ECON, RAO, MGT, GSO/CONS, IPC, and PAO.
2. (SBU) A/RSO briefed the EAC that at 0915 hours, about two
dozen persons armed with grenades, guns, and suicide bomb vests
simultaneously attacked the Federal Investigation Agency (FIA)
building, the Punjab Elite Police Center, and the Manawan Police
Training Center (septel).
3. (SBU) MGT activated Consulate phone tree at 1000 hours and
lockdown was ordered at 1000 hours. A/RSO reported that all
Consulate employees had been accounted for. MGT/GSO reviewed
Post's Emergency Action Plan and preparations in place, such as
rations. EAC concurred with A/RSO that lockdown would be lifted
if there were no additional developments.
4. (SBU) Lockdown lifted at 1300 hours, movements restricted to
official business for remainder of October 15.
