1. (SBU) Embassy delivered reftel demarche jointly with
Russian Embassy Counselor Dmitry Gurin on October 8 to MFA
Political Department Counselor Oleg Klynchenko. Klynchenko
thanked both Embassies for the information, and expressed
again the GoU's satisfaction with the spirit of collaboration
embodied in the Co-Chair approach in the GICNT.


2. (SBU) Klynchenko forecast difficulty for the GoU in
sending participants from Kyiv to the January 19 session -
and also drew attention to the scheduled January 17
presidential elections in Ukraine. However he went on to
note the GoU's support for and committment to the success of
the GICNT, and in particular the Exercise Planning Group.
Klynchenko stressed his interest in advance copies of the
"enhanced implementation proposal" so that the MFA can ensure
their Embassy representatives, who would certainly attend the
meeting, could be well prepared.


3. (SBU) Regarding november 24-26 Exercise Cobalt meeting,
Klynchenko said that the State Security Service (SBU) has
identified two of its Counter-Terrorism Center personnel to
attend the meeting, and will provide funding.


4. (SBU) Klynchenko said the update of the Ukrainian section
on the GICNT portal should be finished very soon. He also
noted the strong international participation, including from
the U.S., expected at the Fourth International Forum on
Nuclear Safety and Combatting Nuclear Terrorism, to be hosted
MFA at the Diplomatic Academy in Kyiv on October 28-30.
