1. (U) Econoff on April 5 delivered reftel points to the
Ministry of Communications and underscoring USG opposition to
the ITSO Director General's demand for arbitration. The
Ministry informed Econoff that Kuwait would be sending Dr.
Saleh Khalaf, Director-Financial Sector at the Ministry of
Communications to attend the International Telecommunications
Satellite Organization (ITSO) meeting July 8-9.
2. (U) Post will follow-up with the Ministry of
Communications and report substantive information septel.
