(C) Political Counselor on November 19 delivered reftel
demarche points to Nasser Al-Ghanim, First Secretary in MFA's
IO Department, stressing the bias and imbalance to UNGA's
workload that these resolutions represent. Al-Ghanim
acknowledged USG concerns about the large number of
resolutions targeting Israel and assured PolCouns he would
bring our points to the attention of decision-makers in MFA
and Kuwait's Mission in New York, but felt there was little
likelihood Kuwait would deviate from an Arab consensus
supporting the bulk of these resolutions.
