(C) Political Counselor on November 19 raised reftel points
concerning USG interest in persuading Kuwait to agree to the
elimination of the Level C scale of peacekeeping
contributions or to agree to pay at the Level B rate with
Nasser Al-Ghanim, First Secretary in MFA's IO department.
PolCouns was not able to arrange a joint demarche with UK and
French colleagues, but noted to Al-Ghanim the possibility
that further demarches from concerned states could be
forthcoming. Al-Ghanim agreed to signal USG interest in this
matter to his leadership within MFA and at the UN Mission in
New York, noting that any decision by Kuwait to agree to a
change in scale would only come after deliberations between
MFA and Kuwait's Finance Ministry.
