1. (C) Polcouns delivered reftel demarche, urging Malaysia
and ASEAN members to fully implement UNSCR 1874 and
transparency in North Korea transactions, to Foreign Ministry
Under Secretary (Multilateral Political Affairs) S. Ganeson
on June 23. Polcouns recalled Prime Minister Najib's strong
statement denouncing North Korea's recent nuclear test,
noting that in this light Malaysian authorities should
actively enforce conditions set out in UNSCR 1874, in
particular those related to the inspection, bunkering and
servicing of suspect North Korean vessels.


2. (C) U/S Ganeson said that the Malaysian government as a
matter of policy would respect UNSCRs, and 1874 was no
exception. "We will adhere closely to the resolution," he
stated. The GOM attached particular priority to issues of
nuclear disarmament and was looking seriously at the text of
UNSCR 1874 and its obligations. The Foreign Ministry would
address an interagency meeting on this subject later this
week or early next week to explain Malaysia's obligations
under the new resolution to other officials. Ganeson
welcomed U.S. sharing of information in appropriate channels
on any suspect North Korean vessels. Charge will follow up
on this issue with senior MFA officials and the PM's office
in the coming days. Ganeson offered no immediate comment on
Burma.
