1. (SBU) On April 22, per the instructions in reftel A, post
delivered a diplomatic note to the Department of Foreign Affairs
(DFA) of the Federated States of Micronesia (FSM),requesting
its support for IMF and World Bank membership for Kosovo. On
April 23, Deputy Chief of Mission met with Gabriel Ayin, the
Assistant Secretary for American and European Affairs for the
DFA and discussed the recommended talking points. Assistant
Secretary Ayin stated he would discuss the matter with Secretary
of Foreign Affairs Lorin Robert and reply at a subsequent date.




2. (SBU) On April 30, post received a diplomatic note from the
DFA containing the following language: "The Government of the
Federated States of Micronesia assures the Government of the
United States of America that the FSM will support of [sic]
Kosovo's membership applications both in [the] International
Monetary Fund (IMF) and World Bank. Voting in favor of Kosovo's
membership in both institutions is consistent with [the] FSM
decision to recognize Kosovo.
