1. (C) POLOFF delivered reftel points on July 2 to Banza Ngoy
Katumwe, Head of the MFA's International Organizations
Directorate. Ngoy said that North Korean efforts to acquire
a nuclear capability pose a threat to international peace,
noting that a country with a "sick" leader could be
unpredictable. He also said (unsolicited) that Russia and
China were not playing a "square game" with regards to
sanction efforts against North Korea. He did not elaborate.
Ngoy acknowledged receipt of the talking points and added
that he would also welcome a copy of UNSCR 1874. POLOFF
agreed to provide a copy to Ngoy.
2. (SBU) CDA delivered same points on June 25 to Ambassador
Valentin Matungul, Foreign Minister's Chief of Staff.
Matungul said the DRC would comply with UNSCR 1874.
3. (S) Embassy has received reports that the DRC has sought
commercial transactions with the DPRK in the recent past that
may include weapons and/or munitions.
