1. (U) On April 9 Charge d'Affaires delivered demarche as requested
reftel to Upio Kakura Wapol, Minister of Human Rights. Wapol's
reaction to our request was clearly favorable, noting that the
Democratic Republic of the Congo welcomed the return of U.S.
participation in international human rights bodies and to the Human
Rights Council. He then added unequivocally that DRC support for
the U.S. candidacy "is guaranteed."
2. (SBU) Comment: We believe Wapol's support for our candidacy is
sincere and we also think it likely we will get the DRC's vote. We
would strike a note of caution, however, and point out that the
Minister may not have full authority to commit the DRC to vote for a
particular candidate. We will follow this issue closely and use
every opportunity to promote our candidacy with other players.
