6. (SBU) Wolpe proposed a third training component focused on
the FARDC leadership. This program would seek to develop a
cohesive and unified high command through a program in
communication, collaboration, and negotiation. Minister of
Defense Charles Mwando said leadership training would be
appreciated as the FARDC is a composite army in need of
standardized training.
7. (SBU) Comment: Special Advisor Wolpe's visit to the DRC
was preceded by several days of bad press regarding the U.S.
position on former CNDP military commander and now nominal
FARDC commander Bosco. We believe GDRC officials expected a
strong demarche on Bosco rather than the diplomatic
initiatives proposed by Wolpe. As the true message of the
Special Advisor's visit became clear, the meetings with GDRC
decision makers became successively more positive. After
quickly agreeing in principal to Special Advisor Wolpe's
proposals, each politician presented a consistent message
eliciting USG support for professionalization of the army.
