1. (SBU) Post fully supports the FY10 proposal submitted by USMLO
Kingston to USSOUTHCOM. This $2,827,728 program is specifically
designed to equip and enhance the Jamaican Defense Force's (JDF)
effort to establish a viable counter-terrorism capability.




2. (SBU) Equipment purchased under this program will go to the
resource constrained JDF Counter Terrorism Operations Group (CTOG),
which is the Government of Jamaica's primary CT force. The desired
strategic effects of this program are to:



- Deny the exploitation of Jamaica, which due to limited
self capacity, could be used as a terrorist safe haven.

- Dissuade terrorists from attempting to attack U.S.
citizens or interests in Jamaica, in what otherwise could be
perceived as a soft target area with large potential benefits from
indirect attack.

- Strengthen ties and cooperation on counterterrorism with
Jamaica, and throughout the CARICOM region, by working to develop
capabilities of a regional partner and leader.




3. (SBU) Jamaica is a willing and proven force provider for
security contingencies within the Caribbean community. Section
1206 funding provides us with a great opportunity to bring the CTOG
to a readiness level that will allow for increased utilization
within the region in conjunction with/without US forces. Your
consideration in approving this submission is appreciated.
