1. (U) Per reftel, Emboff delivered demarche requesting the support
of the Government of Jamaica (GOJ) for the candidacy of Dr. Victor
Villalobos for Director General of the Inter-American Institute for
Cooperation on Agriculture (IICA) at the Inter-American Board of
Agriculture (IABA) meeting in Montego Bay, Jamaica, on October
29-30, 2009. Demarche was delivered to Ms. Norma Taylor Roberts,
Director of the International Organizations Department of the GOJ's
Ministry of Foreign Affairs and Foreign Trade (MFAFT) on the
afternoon of October 26.
2. (U) Ms. Roberts informed Emboff that the GOJ would be supporting
Dr. Villalobos for Director General.
