1.(C) Per reftel, Acting DCM met privately with the Under
Secretary for Multilateral Affairs in the Government of
Jamaica (GoJ)'s Ministry of Foreign Affairs and Foreign Trade
(MFAFT),Amb. Vilma McNish, on the morning of April 17 to
urge the GoJ to respond formally and vote in a timely manner
on Kosovo's applications for IMF and World Bank membership.
2.(C) Amb. McNish said that, while the GoJ had no plans to
extend formal diplomatic recognition to Kosovo, on
humanitarian grounds it would not block any entity's access
to the International Financial Institutions; Jamaica
therefore would submit abstentions on Kosovo's applications.
3.(C) Post will report any further information which becomes
available.
