1. (U) Per Reftel, CDA delivered demarche via telephone urging the
Government of Jamaica (GOJ) to vote "yes" on the upcoming Iran
human rights resolution in the UN General Assembly (UNGA).
Demarche was delivered to Ambassador Evadne Coye, Permanent
Secretary of the Ministry of Foreign Affairs and Foreign Trade
(MFAFT) on the morning of December 15. Emboff delivered demarche
on the same issue to Ms. Norma Taylor Roberts, Director of the
MFAFT's International Organizations Department, on December 14.




2. (U) Despite the CDA's urging that the GOJ reconsider its Third
Committee abstention on the resolution and vote "yes" in the
plenary session, Ambassador Coye confirmed that the GOJ would
abstain on the Iran Resolution in the UNGA vote. Ambassador Coye
stated that the GOJ would monitor closely Iran's continuing human
rights record and note any deterioration when considering future
votes on this matter. Post will report any further response from
the GOJ.
