1. (C) On October 7, polcouns briefed Mr. Ben Rutsinga, MFA's
Director of Europe, Americas, UN and International
Organizations on the outcome of the P5 1 talks and solicited
Rwandan GOR support for the dual-track approach, as requested
reftel. Rutsinga was generally supportive, noting that it
was curious that an oil-rich country like Iran was so intent
on developing nuclear technology if it were merely for
peaceful purposes. He added that Iranian diplomats had last
lobbied for Rwandan support on this issue two years ago, and
that Iran's ambassador in Kampala--who is accredited to
Rwanda as well--has not been active in Rwanda. When polcouns
inquired about Rwanda's recent accession to the International
Atomic Energy Agency (IAEA),Rutsinga said Rwanda would have
no permanent representation in Vienna, but that the Rwandan
embassy in Berlin would be responsible for covering IAEA
meetings.
