1. (C) Ambassador and Emboffs met with Rwandan Foreign
Minister Rosemary Museminali September 18 and delivered
reftel demarche. Museminali expressed thanks for the
background information, calling it very useful input. She
did not indicate what the GOR position would be, but said she
recognized its importance, adding that Rwanda did not have a
representative at the International Atomic Energy Agency
(Note: Rwanda joined the IAEA this week. End Note.). On
questions such as this, Museminali explained, Rwanda usually
adopted the African Union consensus view but also sought to
avoid taking positions harmful to U.S. interests. "We like
to avoid voting 'no' (on issues of interest to the U.S.),so
sometimes we abstain." The Ambassador requested that Rwanda
look for ways to convey privately to Iranian representatives
Rwanda's support for the diplomatic track represented by
productive talks with the P5 1 offer. Museminali
acknowledged it was "always good" to attempt such diplomacy,
and did not rule it out. COMMENT: The overall tone of the
meeting was positive and Museminali made clear she understood
our views and welcomed the exchange. END COMMENT.
