(C) Ambassador and Emboffs met with Rwandan Foreign Minister
Rosemary Museminali September 18 and delivered reftel
demarche. Museminali expressed thanks for the background
information, noting that as with the Iranian nuclear program
(Ref B),Rwanda did not know the issue in detail. She
commented that some countries would likely criticize Rwandan
recognition of Kosovo, accusing Rwanda of taking that stance
in order to lay the basis for a similar breakaway by parts of
eastern Democratic Republic of the Congo. Museminali added
that the Government of Kosovo had requested a meeting with
her but she had not yet responded, noting she had a packed
schedule in New York. Our input would be helpful, she added,
if the meeting took place. COMMENT: As with our Iran
lobbying effort, Museminali signaled openness to further
information on the issue and on U.S. views. END COMMENT.
