1. (S/NF) Post's Counterintelligence Working Group (CIWG)
met and discussed current CIWG issues at post. Post is
currently rated at "low" for human intelligence and technical
threats.


2. (S/NF) In March and September 2008, CIWG reviewed the
human intelligence (HUMINT) threat and the technical threat
level as reported in reftels a and b. The CIWG concluded
there were no new HUMINT issues, but agreed the Government of
Rwandan (GOR) maintains an efficient and capable intelligence
gathering operation. The critical threat countries present
in Rwanda include China and Russia but the CIWG considers
their representation as small.


3. (S/NF) The CIWG discussed and believes the Rwandans are
improving in the technology field. However, to date, post
has no evidence of any audio-video surveillance, clandestine
entries, computer tampering, telecommunications monitoring,
mail or e-mail intercepts.


4. (S/NF) The last issue noted was the new construction site
of the Rwanda public library, which is directly across the
street from the Embassy. The library is of concern as it will
have line-of-sight to the Executive office when completed.
The Embassy neighborhood also includes the Rwandan National
Police, the office for the President of Rwanda, and other GOR
ministries.


5. (S/NF) CIWG agreed the HUMINT and technical threat levels
are reflected accurately.
