FAREWELL CALL

REF: KATHMANDU 610

During her July 8 farewell call with Prime Minister Madhav
Kumar Nepal (reftel),the Ambassador pointed out that several
U.S. families had been matched by adoption agencies with
Nepali children in the transition period between the
country's old and new adoption system. The United States was
hoping that something could be done for these families, but
it was unclear who was responsible for the Ministry of Women,
Children and Social Welfare. The Prime Minister responded
that Deputy Prime Minister Bijay Gachhadar of the Madhesi
People's Rights Forum was handling that ministry (in addition
to Physical Planning).
