TAGS: PREL UNESCO UG
SUBJECT: DEMARCHE: GOU UNDECIDED ON UNESCO DIRECTOR-GENERAL
CANDIDATES
REF: STATE 82701
Classified By: PolOff Cassandra Stuart for Reasons 1.4 (b) and (d).
(C) Post delivered reftel demarche to Ugandan Ministry of
Foreign Affairs Multilateral Organizations and Treaties
Officer Isaac Sebulime on August 11. Sebulime indicated that
Uganda currently supports the Egyptian candidate in the
UNESCO Director-General race, but is still considering other
candidates. The GOU recognizes that the Egyptian candidate
is "not a consensus builder, and this is one of his main
drawbacks." Sebulime said that although the Egyptian
candidate enjoys African Union (AU) support, he is viewed as
more of an Arab regional candidate than an "African"
candidate, potentially leaving room for further AU debate.
The GOU is also considering candidates from Tanzania and
Benin.
