(C) PolOff delivered reftel points to Ministry of Foreign
Affairs Multilateral Affairs Director Isaac Sebulime on April
2, urging Uganda to propose a Presidential Statement to the
United Nations Security Council (UNSC) on Mauritania,
Madagascar, Guinea, and coups in general. Sebulime said that
a UNSC Presidential Statement following the issuance of an
African Union statement on the issue would be helpful, but
could not commit the GOU at this time to leading the drafting
effort. Sebulime said that he would discuss the U.S. request
with Uganda's UN Mission.
