(C) Poloff delivered reftel demarche on Iran's lack of
cooperation with the International Atomic Energy Agency
(IAEA) to Ministry of Foreign Affairs' Multilateral Affairs
Officer, Issac Sebulime, on December 1. Sebulime agreed that
Iran failed to meet its IAEA/non-proliferation obligations by
not reporting the Qom facility, but said Uganda has seen no
evidence that Iran is again pursuing a nuclear weapons
capability. Subulime added that it is understandable Iran
refused to turn over its stock of low enriched uranium (LEU)
to Russia or France because there is little assurance the
uranium would be returned. Poloff explained the safeguards
that have been offered to Iran, including the holding of an
escrow amount of LEU in a country of Iran's choosing. PolOff
also reiterated recent U.S. and P5 1 efforts to engage Iran,
and stressed that Iran has obligated itself to a transparent
accounting of its nuclear activities.
