(SBU) Poloff delivered reftel talking points urging Uganda
not to support unhelpful UNGA resolutions against Israel to
the Ministry of Foreign Affairs' Multilateral Affairs Officer
Isaac Sebulime on November 19. Poloff thanked Sebulime for
Uganda's abstention on the recent UNGA Goldstone Report
resolution and told Sebulime that Goldstone Report language
will be included in several of the anti-Israeli resolutions
which will be voted on in Fourth Committee as early as
November 19. Poloff urged Sebulime to recommend a vote
against or abstention on all resolutions that included
Goldstone Report language. Poloff also noted that Uganda has
abstained in the past on the "Special Committee to
Investigate Israeli Practices Affecting Human Rights..."
resolution, and urged an abstention this year. Sebulime
stated that Uganda would consider the U.S. arguments against
supporting the resolutions and would carefully review
resolution texts in light of the possible inclusion of
Goldstone Report language.
