1. (C) SUMMARY: Indonesia will support the re-establishment
of three subsidiary bodies at the 2010 Nuclear
Nonproliferation Treaty (NPT) Review Conference, a key GOI
nonproliferation official told poloff in response to reftel
demarche. The GOI's position includes support for the U.S.
proposal to re-establish a subsidiary body to address Article
X (the withdrawal provision) and other NPT provisions.
Indonesia will encourage other Non-Aligned Movement members
to support these subsidiary bodies. END SUMMARY
2. (C) Poloff delivered reftel message regarding subsidiary
bodies at the 2010 NPT Review Conference (NPTRC) to Andy
Rachmianto, Deputy Director for International Security and
Disarmament Affairs at the Department of Foreign Affairs
(DEPLU) on November 23. Poloff noted that the USG could
accept the NPTRC President's proposal to re-establish two
subsidiary bodies, one attached to Main Committee I dealing
with disarmament and security assurances and the second
attached to Main Committee II dealing with regional issues.
3. (C) The United States also recommended the
re-establishment of a third subsidiary body dealing with
Article X (the withdrawal provision) and other NPT
provisions, poloff explained. This third body is critical to
minimize the possibility that a party to the NPT would abuse
the withdrawal provision by violating the treaty then
withdrawing.
4. (C) Rachmianto responded that Indonesia will support the
re-establishment of all three NPTRC subsidiary bodies. He
noted that all three had functioned well during the 2005
Review Conference, thereby setting a good precedent to
justify reestablishing them. Rachmianto also said that
Indonesia would consult with other members of the Non-Aligned
Movement (NAM) and encourage them to support the subsidiary
bodies. (Note: Indonesia is the NAM coordinator on
disarmament and nonproliferation issues.)
