MISSING-IN-ACTION SEARCH OPERATIONS IN VIETNAMESE WATERS

1.(SBU) On June 3 PolCouns delivered reftel demarche to Mr.
Dinh Cong Chinh, Standing Deputy Director of Vietnam's Office for
Seeking Missing Persons (VNOSMP) at the Ministry of Foreign Affairs.
Mr. Chinh said he was familiar with the issues involved and the
U.S. points and would share them with appropriate officials in the
GVN. Chinh noted that this is a sensitive issue but that VNOSMP and
Joint Prisoners of War/ Missing in Action Command (JPAC) have
succeeded in cooperating for over twenty years with good results.
2. (SBU) Asked about next steps for the USNS Heezen to enter
Vietnamese waters to begin operations, Chinh said no further
diplomatic notes were required; the ship is now cleared to enter and
that his office looked forward to working closely with JPAC to make
the operation a success.
