SUBJECT: VIETNAM CONSIDERING KOSOVO MEMBERSHIP IN WORLD BANK
Ref: State 47360 - "Voting for Kosovo's World Bank Membership"
1. (SBU) Post delivered talking points in reftel on May 22, 2009 to
Pham Tien Phong, Director of the World Bank Division at the State
Bank of Vietnam (SBV). Phong replied that, following our meeting,
his division would prepare a recommendation on the issue for the
Governor of the SBV. He was not able to predict what the Governor
would decide, but stated that he was "pleased to have the input of
the United States" on the matter. Post also encouraged the SBV to
cast a ballot no matter what its position so that quorum could be
achieved. The points were also delivered to the Ministry of Foreign
Affairs on May 22.
