GROUP IN BURMA

(SBU) In a December 15 discussion with the MFA's Deputy DG for
Southeast Asia, Ta Duy Chinh, Deputy PolCouns urged Vietnam to
support extending the mandate of the Tripartite Core Group in Burma
(TCG) beyond July 19. Per reftel, he stressed the continued
importance of the TCG in delivering assistance to hard-hit areas of
the Irrawaddy Delta. DDG Chinh promised to relay the substance of
the demarche to his superiors, along with his strong personal
endorsement. Chinh said that he views the TCG not only as a useful
mechanism for facilitating humanitarian assistance in the aftermath
of Cyclone Nargis, but as good way for Burma to "build trust" with
the rest of ASEAN and -- through the UN -- the wider world. He said
that he would encourage his government's representatives at the
January 17 Humanitarian Task Force meeting to support TCG's
extension.
