1. (SBU) Ambassador delivered reftel demarche to Vice Foreign
Minister Pham Binh Minh on May 18. Minh responded that Vietnam
would take the U.S. request for support for action in the UN
Security Council into consideration, but would need more information
on what specific steps are being contemplated.
2. (SBU) In response to Ambassador's call for the Burmese regime to
drop the new charges against Aung San Suu Kyi, Minh said the GVN
would need to have more information on the intruder in Aung San Suu
Kyi's home. He said the GVN stands ready for further negotiation
when we have more information to share.
