1. (SBU) On May 13, Deputy PolCouns met with the MFA International
Organization Department's lead official on nonproliferation-related
UNSC issues, Pham Hai Anh, to provide information, per reftel, on
the three DPRK entities designated by the UNSC 1718 Sanctions
Committee pursuant to the Security Council's April 13 Presidential
Statement. In a separate meeting with Deputy Director General Ha
Duy Tung of the Ministry of Finance's International Cooperation
Department on May 14, Econoff delivered the same message. In both
meetings, we urged Vietnam to immediately freeze the assets of the
three designees, as well as any funds, financial assets, or economic
resources controlled by the entities, either directly or indirectly.
We thanked Vietnam for its support, both on the Security Council
and on the 1718 Committee.
2. (SBU) Anh assured DPolCouns that Vietnam had been diligent in
fulfilling its obligations under UNSCR 1718 and had submitted its
reports thoroughly and on time. As soon as the 1718 Committee's new
designations are endorsed by the Council, Vietnam would implement
all necessary measures regarding the three entities, he said.
Attempts to schedule a meeting with the State Bank of Vietnam's
financial intelligence unit were unsuccessful.
