1) This is in response to reftel A.

2) The central government of Vietnam is receiving 2009 U.S. foreign
assistance funds. Vietnam's budget is publicly available but is
currently being revised in light of the global economic downturn
(reftel B). A new budget will be debated by the National Assembly
in May and will be published thereafter. Incomes and expenditures
are included in the publicly available budget and off-budget income
and expenditure are disclosed to the IMF and published pursuant to
the Article IV process. Multilateral development banks and
bilateral donors continue to work with the Government of Vietnam to
improve the budgeting process. For a detailed explanation of
