1. (U) Minister Nguyen Thi Kim Ngan, of the Vietnam Ministry of
Labor, Invalids, and Social Affairs, has sent congratulations to
Department of Labor Secretary Hilda Solis on her appointment. In
the letter, Minister Ngan also expressed her hopes for continued
cooperation between her Ministry and the Department of Labor.
2. (U) The Ministry of Labor, Invalids, and Social Affairs
translated the original text of the letter from Vietnamese.

Dear Secretary Hilda Solis,
First and foremost, on behalf of the Ministry of Labor, Invalids and
Social Affairs of the Socialist Republic of Vietnam and on my
personal behalf, I would like to convey my warmest congratulation
and best wishes to you on your recent appointment as Secretary of
Department of Labor of the United States of America.
I am confident that your talent, experience and dedication will
contribute remarkably to the development of the United States of
America and the lives of Americans.
Building on the cooperative achievement made by the Ministry of
Labor, Invalids and Social Affairs and the Department of Labor over
the past years, I am confident and hopeful on the cooperation
between Vietnam and United States of America in the coming times.
