1.(SBU) Embassy contacts have verified through municipal-level
health authorities that a three-year-old boy from Chau Thanh
District in Dong Thap Province who tested positive for the H5N1
strain of highly pathogenic avian influenza (AI) has died. The boy
was transported and admitted to the Ho Chi Minh City Hospital for
Tropical Diseases on March 16 with fever, cough, and difficult
breathing. On March 18, Dr. Nguyen Van Chau, director of the Ho Chi
Minh City Department of Health, reported to the media that the test
results were positive for AI. We have learned that samples sent by
the hospital to the Pasteur Institute in Ho Chi Minh City also
tested positive.


2. (SBU) According to the director of the HCMC Tropical Disease
Hospital, the boy's health continued to decline until his condition
became critical. The director confirmed he passed away at noon on
March 19. There are conflicting reports regarding the child's
consumption of poultry. While media reports say the boy did not eat
any poultry products, the Director for Regional Animal Health Bureau
in Can Tho told ConGen that on March 3, his mother prepared a
deceased chicken which the child consumed. Ten days later, he
became ill and was admitted to a commune hospital. He was then
transferred to HCMC on March 16. Though the child's family raised
poultry, the Department of Animal Health has not reported outbreaks
of AI in Dong Thap in 2009. The family's poultry tested negative
for the virus, and was culled. Local officials have taken clinical
specimens for diagnostic testing from persons in contact with the
boy and from local poultry.


3. (U). Though several Mekong Delta provinces have experienced
animal outbreaks this year, there have been no associated human
cases; if test results are confirmed by the Ministry of Health, this
would be the first reported human AI infection in southern Vietnam
since 2005, and the fourth case reported from Vietnam in the past 3
months. Dong Thap province borders Cambodia approximately 100
kilometers southwest of Ho Chi Minh City. It is close to, but does
not border, the provinces of Hau Giang, Bac Lieu, Soc Trang and Ca
Mau, which recently reported several poultry outbreaks.
