SUBJECT: DEMARCHE DELIVERED: UN APPEALS TRIBUNAL NOMINATION

(SBU) In a February 24 discussion with the MFA IO officer
responsible for UN General Assembly issues, Ngo Thi Xuan Ha, Deputy
PolCouns urged Vietnam to support the nomination of Judge Mark P.
Painter to the UN Appeals Tribunal. Per reftel, he emphasized Judge
Painter's outstanding qualifications and the importance of his
selection. Ms. Ha had no immediate response, but promised to pass
the substance of the demarche to her MFA superiors and colleagues at
Vietnam's mission in New York. She said that Vietnam would
carefully study Judge Painter's qualifications and experience, as
detailed in the curriculum vitae that the Embassy submitted as a
non-paper.
