1. (U) On June 25, poloff passed reftel points to Luis
Carranza, Minister Counselor for Multilateral Policy at the
Guatemalan Ministry of Foreign Affairs. Carranza was aware
of the resolution and stated that the ports had been briefed
on the enforcement mechanisms necessary for implementation of
the resolution. On June 29, econoff sent the announcement
from FinCEN to Carranza, as well as to the Financial
Intelligence Unit of the Superintendence of Banks.
