1. (C) Charge d'Affaires Karen L. Williams formally concurs,
per reftel guidance, with Embassy Georgetown's proposal for
FY2010 Section 1206 funding submitted via web on October 13,
2009. The proposal is designed to strengthen Guyana's
capacity to conduct counter-terrorism activities and continue
to enhance the access and leverage the U.S. has within the
Guyanese military and civilian defense structure in order to
serve as effective partners in counter-terrorism objectives.
This 1206 proposal would fund specialized individual gear,
vehicles, boats and continuous training. The requested
funding amount is USD 3.8M.
2. (U) Post also affirms that it is not aware of credible
evidence of gross violations of human rights by the unit to
which assistance would be provided under this authorization.
