on Preambular language that was provided to the Russian
Delegation during the afternoon meeting at the U.S. Mission
on August 31, 2009.


3. (S) Begin text:

PREAMBLE

The United States of America and the Russian Federation,
hereinafter referred to as the Parties,

Committed to the ((fulfillment of their))1 ((historic
goal of freeing humanity from the nuclear threat and
consistently implementing the))2 obligations under Article VI
of the Treaty on the Non-Proliferation of Nuclear Weapons of
July 1, 1968, ((aimed at achieving the goal of freeing
humanity from nuclear threats,))1

((Conscious that nuclear war would have devastating
consequences for all humanity, that it cannot be won and must
never be fought,))1

Endeavoring to ((help))2 reduce the role and importance
of nuclear ((weapons))1 ((arms))2 in ((the maintenance of))1
((ensuring))2 international security and ((supporting))1
((expressing support for))2 global efforts in ((nuclear))1
non-proliferation,

((Guided by the principles))1 ((Continuing along the
path))2 of strengthening ((security for both Parties))1
((strategic stability))2 and forging a new strategic
relationship based on mutual trust, openness, predictability,
and cooperation,

((Desiring))1 ((Considering it necessary))2 to bring
((their respective))1 ((the))2 nuclear postures ((of the
Russian Federation and the United States of America))2 into
alignment with ((their new strategic))1 ((our countries'

post-Cold War))2 relationship ((- no longer enemies, no
prospect of war between us, and cooperating where mutually
advantageous))2;

((Convinced that the measures for the reduction and
limitation of strategic offensive arms and the other
obligations set forth in this Treaty will help to reduce the
risk of outbreak of nuclear war and strengthen international
peace, stability and security,))1

((Considering the stabilizing influence on the global
situation brought about by the radical and verifiable
reduction of nuclear arsenals at the turn of the 21st
century;))2

((Desiring to create a mechanism for verifying
compliance with the obligations under this Treaty, based on
the procedures that were perfected in the START Treaty, and
supplemented by transparency and confidence-building


measures;))2

Seeking to ((maintain continuity and))2 provide new
impetus to the ((step-by-step))1 process of reducing and
limiting nuclear arms while maintaining the safety and
security of their nuclear arsenals, and with a view to
((expanding))1 ((multilateralization of))2 this process in
the future,

((Recognizing the))1 ((Noting that there is an
indissoluble))2 interrelationship between ((the reduction
of))2 strategic offensive ((arms))2 and ((defensive arms))1
((the deployment of missile defense systems))2,

((Mindful of the significance of strategic ballistic
missiles))1 ((Agreeing that ICBMs and SLBMs))2 in a
non-nuclear configuration ((have an impact on strategic
stability))2,

((Recognizing))1 ((Taking into account the fact))2 that
the Treaty Between the United States of America and the Union
of Soviet Socialist Republics on the Reduction and Limitation
of Strategic Offensive Arms of July 31, 1991, hereinafter
referred to as the START Treaty, has been implemented
((cooperatively by all the Parties thereto and that the
reductions required thereby were completed by the end of
2001))1 ((in full))2,

((Noting that the Republic of Belarus, the Republic of
Kazakhstan, and Ukraine have completely fulfilled the
obligations assumed in accordance with the Protocol to the
Treaty Between the Union of Soviet Socialist Republics and
the United States of America on the Reduction and Limitation
of Strategic Offensive Arms of May 23, 1992;))2

Fully appreciating the contribution of the Republic of
Belarus, the Republic of Kazakhstan and Ukraine ((to the
successful implementation of the START Treaty))1 ((to the
cause of general and complete nuclear disarmament and
strengthening international peace and security as
non-nuclear-weapon states))2,

((Noting the reductions in strategic nuclear warheads
carried out under the Treaty Between the United States of
America and the Russian Federation on Strategic Offensive
Reductions of May 24, 2002, hereinafter referred to as the
Moscow Treaty,))1

((Guided by the principle of equal security and
believing that global challenges and threats require
continued use of qualitatively new approaches to interaction
on the whole spectrum of strategic relations,))2
