of the Thirty-fourth Session of the START Treaty's Joint
Compliance and Inspection Commission (JCIC),held at the U.S.
Mission on June 11, 2009.

STATEMENT
BY THE UNITED STATES REPRESENTATIVE TO THE
JOINT COMPLIANCE AND INSPECTION COMMISSION
AT THE CLOSING PLENARY MEETING
OF THE THIRTY-FOURTH SESSION

June 11, 2009

The U.S. Delegation is pleased to join with the
Representatives of each of our START Treaty partners in
closing the Thirty-Fourth session of the START Treaty's Joint
Compliance and Inspection Commission (JCIC).

I

The progress we continue to make toward resolving issues
on the Commission's agenda is indicative of our Governments'
commitment and ability to work together constructively here
in Geneva and during the intersessional period. The United
States appreciates the work of our colleagues in this regard.

II

During this session we removed the issue of Peacekeeper
silo launcher conversion from the JCIC agenda, and reached
consensus regarding the process for closing inspection points
of entry. We also made progress in addressing concerns
regarding activities at the Courtland Missile Assembly
Facility, and the conversion of the B-1 Heavy Bomber to a
heavy bomber equipped for non-nuclear armaments. The United
States requests that our Treaty partners consider the U.S.
information and proposals provided during this session to
remove these items from our agenda.

With regard to Minuteman III reentry vehicle on-site
inspection, the United States looks forward to resolving this
issue through the conduct of a one-time demonstration of the
Minuteman III front section, and will confirm arrangements
through diplomatic channels.

The United States appreciates the information provided
by the other delegations regarding compliance issues raised
by the United States. These issues include use by the
Russian Federation of a very large reentry vehicle cover
during SS-27 reentry vehicle inspections that prohibits U.S.
inspectors from ascertaining that the SS-27 front section
contains no more than the one warhead attributed to the
SS-27. It also includes obtaining from the Russian

Federation updated and accurate MOU photographs for SS-27
launch canisters, and removing from accountability the 109
SS-25 ICBMs that have not been completely eliminated. The
United States regrets, however, that more substantive
progress on these issues was not made, and asks the Russian
Federation to advance these issues from its capital and
through diplomatic channels.

Some other issues raised during this session directly
impact our work, but also involve consideration beyond the
scope of the Commission. This includes work associated with
the procedures for closing the Votkinsk Portal Monitoring
Facility, and considerations tabled by Ukraine regarding
future initiatives. The United States will review the
information presented during this session in order to further
discuss these issues as appropriate.

As always, the United States encourages continued
communications through diplomatic channels to help resolve
the issues that remain on our agenda.
