2. (S) The text at Paragraph 3 is the working document from
which the U.S.-Proposed Joint Draft Text of the Protocol to
the Treaty Between the United States of America and the
Russian Federation on Measures for the Further Reduction and
Limitation of Strategic Offensive Arms dated December 19,
2009 will be prepared. It establishes the baseline for the
next round of the negotiations. Because of the length of the
document, text will be sent as separate cables. This is
Cable 2 of 12 cables.

PART TWO - DATABASE FOR STRATEGIC OFFENSIVE ARMS
Section I. General Provisions
1. The Parties shall use the categories of data contained in
Part Two, Database for Strategic Offensive Arms, hereinafter
referred to as the Database, when providing data required by
the Treaty and this Protocol.
2. The Parties shall conduct an initial provision of data no
later than 45 days after signature of the Treaty, ((except as
provided for in paragraph 6 of Article VIII))1 ((with the
exception of geographic coordinates related to the Database;
site diagrams, and coastlines and waters diagrams provided by
the Parties in accordance with the Treaty; aggregate numbers
of warheads on deployed ICBMs and SLBMs, as well as warheads
counted for deployed HBs, for each ICBM base, submarine base,
and airbase for heavy bombers equipped for nuclear
armaments))2. This initial provision of data shall be based
upon the data exchanged 01 July 2009 under the START Treaty.
3. The Parties shall provide site diagrams and coastlines
and waters diagrams, as applicable, for each facility at
which inspection activities may be conducted, in accordance
with the following:
a. The Parties shall use the site diagrams and coastlines and
waters diagrams exchanged in conjunction with the START
Treaty.
b. Each Party may provide updated site diagrams and
coastlines and waters diagrams, as applicable, for each
facility listed in this Part at which inspection activities
may be carried out. The updated site diagrams and coastlines
and waters diagrams, as applicable shall become effective
after agreement has been reached, within the framework of the
Bilateral Consultative Commission, in accordance with ((the
Annex to the Protocol on Inspection Activities))1.
c. For each new declared facility, each Party shall provide
site diagrams and coastlines and waters diagrams, as
applicable.
4. The Parties shall provide photographs, in accordance with
((the Annex to the Protocol on Inspection Activities))1, no
later than 30 days after Entry into Force of the Treaty,
unless such photographs were previously provided in
fulfilling the requirements of the START Treaty.
5. For the purposes of this Part and for exchanges of data,
the mark "---" is used to denote that the entry is not
applicable in such case. The mark "---" is used to denote
either that this data will be provided when available, or
that this data shall not be publically released, pursuant to
((paragraph 6 of Article VIII))1.
6. The parties shall provide, as a category of data,
geographic coordinates relating to the data contained in the
Database. All geographic coordinates provided for in the
Database shall be expressed in latitude and longitude to the
nearest minute, except in cases where two or more locations
are within one minute of latitude and longitude of each
other, and are of the same type or have the same appearance;
in such cases, the latitude and longitude shall be expressed
to include seconds.
7. In specifying geographic coordinates, each Party shall
use the system of coordinates commonly employed by it.
8. Geographic coordinates for silo launchers of ICBMs
located in a silo launcher group at an ICBM base and test
launchers at a test range shall be expressed to the nearest
minute.
