SUMMARY

3. (S) U.S. and Russian representatives to the Definitions
Subgroup, part of the Treaty Text and Definitions Working
Group, had a productive meeting. The sides agreed to send
eight definitions to the Conforming Group without issue;
deleted ten terms, eight of which referred to continuous
monitoring issues; two of which covered associated launchers
for ICBMs SLBMs; and discussed three additional terms. End
Summary.

DEFINITIONS FOR AGREED TERMS
--------------


5. (S) The following terms and definitions were agreed:

- The term "deployed ICBM" means an ICBM that is contained in
or on a deployed launcher of ICBMs.

- The term "deployed SLBM" means an SLBM that is contained in
a deployed launcher of SLBMs.

- The term "heavy bomber equipped for nuclear armaments"
means a heavy bomber equipped for long-range nuclear ALCMs,
nuclear air-to-surface missiles with a range of less than 600
kilometers, or nuclear bombs.

- The term "in-country escort" means a group of individuals
designated by the inspected Party to accompany and assist
inspectors and aircrew members throughout the in-country
period.

- The term "in-country period" means the period of time from

the arrival of the inspection team or aircrew members at the
point of entry until their departure from the country through
the point of entry.

- The term "launch canister" means a container, directly
associated with an ICBM, that can be or has been used for
transporting and storing an assembled ICBM, with or without
its front section and from which an ICBM can be or has been
launched.

- The term "prototype" means, for ICBMs or SLBMs, an ICBM or
SLBM of a new type, no more than 20 of which have been


flight-tested, and no launchers of which have been deployed.

- The term "silo launcher of ICBMs" means a fixed launcher of
ICBMs in a silo structure located in the ground.

6. (S) The sides agreed to delete the following terms from
the Terms and Definitions Section of the Treaty Protocol:

- "Continuous monitoring"
- "Continuous monitoring activities"
- "Facility subject to continuous monitoring"
- "Monitor"
- "Monitored facility"
- "Monitoring Team"
- "Perimeter and portal continuous monitoring system"
- "Perimeter continuous monitoring area"
- "Deployed ICBM and its associated launcher"
- "Deployed SLBM and its associated launcher"

OTHER DEFINITIONS DISCUSSED

7. (S) "Air base." This term could be agreed when the heavy
bomber counting rules were finalized so it was not yet sent
to conforming. The United States agreed to remove the
bracket "other than a production facility for heavy bombers,
a heavy bomber flight test center, or a training facility for
heavy bombers" and the Russian side suggested deleting the
word "deployed" from the definition. Siemon placed the word
"deployed" in U.S. brackets pending resolution of a separate
non-deployed launcher limit.


8. (S) The dialogue on heavy bomber-related terms (Refs A
and B) advanced with Russian-proposed definitions for
"non-deployed heavy bomber" and "heavy bomber equipped for
non-nuclear armaments." No agreement was found and the sides
agreed discussion would continue at a future meeting.


9. (S) The U.S. side provided official translations of
"deployed heavy bomber," "non-deployed heavy bomber," "heavy
bomber equipped for non-nuclear armaments," and "Open Skies
airplane."
