SUMMARY

3. (S) A Definitions Subgroup meeting was held at the U.S.
Mission on November 17, 2009. Nine definitions were agreed
(five without brackets) and were forwarded to the Conforming
Group, two terms were deleted by agreement. The Russian side
presented four new terms with definitions relating to heavy
bombers, each side took two terms and definitions as homework
and Mr. Siemon agreed to discuss two additional terms with
other U.S. working group chairs.

5. (S) Admiral Kuznetsov and Mr. Siemon discussed several
terms and definitions that could be agreed or "agreed with
minor brackets" and forwarded to conforming. Siemon agreed
on nine terms and their definitions for forwarding to the
Conforming Group.


6. (S) Agreed without brackets:

-- Long-Range Nuclear ALCM: means a long-range ALCM
that is nuclear-armed. (Begin comment: Deleted Russian
alternative - "nuclear-equipped." End comment.)

-- Repair Facility: means

(a) for ICBMs or SLBMs, a specific facility, outside
an ICBM base or a submarine base, for the repair or
maintenance of ICBMs or SLBMs;

(b) for mobile launchers of ICBMs, a specified
facility, outside an ICBM base, for the repair or maintenance

of mobile launchers of ICBMs;

(c) for heavy bombers, a specified facility outside
an air base, for the repair or maintenance of heavy bombers.
(Begin comment: Deleted Russian-proposed references to
former heavy bombers. End comment.)

-- Test Launcher: means an ICBM launcher or an SLBM
launcher located within a test range, unless otherwise
provided for in the treaty.

-- Training Heavy Bomber: means a heavy bomber used for




training that is not equipped for nuclear armaments or
non-nuclear air-to-surface armaments.

-- Weapons Delivery Vehicle: means, for ballistic
missiles and cruise missiles, a missile of a type, any one of
which has been flight-tested or deployed to carry or be used
as a weapon, that is, as any mechanism or device that, when
directed against any target, is designed to destroy it.

9. (S) Kuznetsov provided a paper with the following terms
and definitions:



-- The term "deployed heavy bomber" means a heavy bomber
attributed to an airbase of heavy bombers.

-- The term "non-deployed heavy bomber" means a heavy
bomber attributed to a production facility, a storage
facility, a conversion or elimination facility, a flight-test
center, a training facility, or a repair facility.

-- The term "heavy bomber equipped for nuclear
armaments" means a heavy bomber equipped for long-range
nuclear ALCMs and/or nuclear armaments other than long-range
nuclear ALCMs.

-- The term "heavy bomber equipped for non-nuclear
armaments" means a heavy bomber that is not equipped for
long-range nuclear ALCMs and/or nuclear armaments other than
long-range non-nuclear ALCMs.

HOMEWORK

10. (S) Siemon agreed to consider the need for an "as of"
date in the definition for "air-launched cruise missile" and
to discuss the term "solid rocket motor" with the U.S.
Conversion or Elimination Working Group chair, and Kuznetsov
agreed to review and discuss within the Russian Delegation
the definitions for the terms "production facility" and "ICBM
loading facility." Siemon additionally agreed to review the
definitions for the terms "air base" and "category".
