1. (S) Summary: On Wednesday, March 11, 2009, RSO interviewed
two Ugandan males and a Ugandan female who claimed to have
information relating to terrorist activities in Zanzibar and,
potentially, in South Africa. The males provided written
statements and sketches concerning the presence of al-Qaeda in
Zanzibar.Qhe information was obtained in late 2005/early 2006.

2. (S) On March 11, 2009, RSO received a call from a man who
identified himself as Claiser Musk HAM (Note: Full bio data
listed below. End Note.) HAM claimed that he and his friend had
information about terrorists in Zanzibar and South Africa. HAM
and his friend were in the vicinity of the office building
housing ConGen Durban. RSO agreed to meet them in the lobby of
the office building. (Note: ConGen Durban has no facilities to
handle walk-ins. End Note.)



3. (S) Upon meeting, both HAM and his friend, Kasolo Michael
SEKINOBE, launched into rambling stories about their work for
the external security forces of Uganda, their subsequent
departures from Uganda to Tanzania and, eventually, their
arrival in South Africa. According to HAM, while working as an
English teacher in Zanzibar in 2006-2007, he became aware of a
house in the town of Bububu that he claims is widely known to be
controlled by al-Qaeda. HAM says that, among other things, it
is known as the base of operations for the 1998 Nairobi and Dar
es Salaam bombings. HAM also claims to have learned from
individuals inside the house that they have plans to disrupt the
2010 World Cup games in South Africa - particularly games in
which the U.S. team is playing. They are also training people
to sneak into the U.S. on cargo ships departing from South
Africa.



4. (S) HAM also claims that he ran into one of the residents of
this house (Ally MABROUK) in Mozambique on February 9, 2009 and
they entered South Africa together. HAM says that MABROUK was
carrying a Barclay's ATM card with 58,000 Rand (approximately
USD5,800.00) on it. MABROUK reportedly called HAM at the end of
February 2009 and said that he (MABROUK) was living in Cape
Town, South Africa.

6. (S) RSO Comment: Both HAM and SEKINOBE were lucid during the
interview and appeared to believe what they were saying. It was
not clear why they had waited so long to report this
information; HAM only said that he did not want to provide
"half-baked" information. Both provided written statements,
complete with sketches of the house in Zanzibar. (NOTE: These
can be pouched to the appropriate office upon request. End
NOTE.) They also provided their cell phone numbers and appeared
quite eager to be contacted. They have since followed up on
this meeting with a telephone call and an e-mail to Embassy
Pretoria's web site. Neither asked for any money, asylum or
anything else. End Comment.
